An application ends in one of four places: offered, enrolled, rejected, or withdrawn. Withdrawn and rejected are kept apart on purpose — a family that chose another school is a different fact from one the school declined, and mixing them makes conversion figures meaningless.

Enrolling is what turns an applicant into a student on the roster. It is a separate act from making an offer because an offer can be declined, and the roster should only ever contain children who actually joined.

If something looks empty

Conversion rate looks wrong

Check whether withdrawn applications are being marked rejected. They are different outcomes and only one of them is about your school's decision.

Applications pile up at documents pending

That is the stage doing its job — it exists to make the wait visible. The question is what the follow-up process is, not whether the stage is needed.

An enrolled student is not on the roster

Enrolment creates the roster entry. If it is missing, the application is probably still at offered.
