Campuses, the academic year and year groups come first because almost every record made afterwards is stamped with one of them. Getting this wrong is the only setup mistake that is genuinely painful to undo.
The academic year in particular is what keeps last year readable once this year's records start changing.

If something looks empty

Check which academic year was current when they were made. The stamp is applied at creation.
