Producing a progress report
A report card is assembled from records that already exist rather than typed from scratch. The work is choosing what to say, not gathering what happened.

A report is generated from a snapshot of what exists at the moment you create it: released grades, ATL judgements, reflections, project milestones. Anything still in draft is not in the snapshot.

A second report for the same student, programme and period cannot be created.
Generating creates a draft report for a student, a programme and a period, and freezes the current picture into it. Two reports for the same student, programme and period cannot both exist — the period is part of the identity, which is what stops a term being reported twice.

Publishing is what makes the report visible to the student and the family. Before that it is staff-only, however finished it looks.

Families see published reports and nothing else. This is what lets a whole year group be written over a fortnight and released together, rather than families receiving reports in the order teachers happened to finish.

Reports are stamped with their academic year, so a multi-year transcript stays consistent.
Transcripts are produced from the same published records, in the format the receiving institution expects. Because reports are stamped with their academic year, a transcript covering several years reads consistently even after the curriculum changed underneath it.

Grades still in draft are not in the snapshot. Release them, then regenerate.
You cannot create a second report for the same term
Correct — student, programme and period together identify a report, which is what stops a term being reported twice.
The family cannot see a finished report
Finished is not published. Publishing is a separate, deliberate step.
