No card claims a trend. A direction needs two points in time.
Every figure is counted from records that exist. Where a measure has nothing behind it the card says so instead of showing a zero — a zero is a measurement, and the absence of one is a different claim.

A dashboard that fills empty cards with plausible numbers is worse than an empty dashboard, because a head of school will act on it. Cards without data say why they are empty.

For a group, campuses are compared on the same measures with the same rules. A campus with no data for a measure is excluded from that comparison rather than being ranked last on an absence.
